Do you process data requests?
For Secret Chats there is nothing to disclose, because end-to-end encryption means no readable copy exists on any server. For cloud chats, the infrastructure is deliberately built so that no single request reaches everything needed to read anything.
How the infrastructure is split
- Cloud chat data is stored across multiple data centres around the world.
- Those data centres are controlled by different legal entities.
- Those entities sit in different jurisdictions.
- The decryption keys are split into parts, and the parts are never held in the same place as the data they unlock.
Why this arrangement rather than a promise
A policy stating that data will not be handed over is only as strong as the legal pressure that can be applied to the company holding it. Splitting the data from the keys, and both across jurisdictions, changes the question from what a company is willing to do into what any single authority is able to compel. Obtaining encrypted data without keys yields nothing readable, and obtaining key fragments without data yields nothing at all.
What this means for you
Cloud chats are protected by an architecture rather than by a commitment, which is the more durable of the two. If you need a guarantee that does not depend on infrastructure design at all, use a Secret Chat: the keys live on the two devices and nothing exists anywhere else to be requested.
