What do the check marks mean?
One check means delivered. Two checks mean read. There is no separate "delivered to device" state, and that absence is deliberate.
What each one actually tells you
| Mark | Meaning |
|---|---|
| Clock | Still sending. Your connection, not theirs. |
| One check | The message reached the Telegram cloud, and the recipient has been notified if their notifications allow it. |
| Two checks | The recipient opened Telegram and opened that conversation. |
Why there is no third state
Because Telegram runs on as many devices as you like at once. If someone has a phone, a tablet, a laptop and the web version signed in, "delivered to device" has no single meaning. Which device would the mark be about? The cloud is the honest answer, so that is what the first check reports.
What one check does not mean
- It does not mean they are offline. It means they have not opened that chat yet.
- It does not mean they blocked you. A blocked message stays on one check indefinitely, but so does a message to somebody who is simply busy.
- It does not mean the phone is off. The message is already in the cloud and will be there whenever they look.
