Hold one of your own messages in a group and Telegram can show you which members have seen it. Not a number — a list of names.
For anybody who sends announcements to a group this is the most useful thing on this page, and it is also the one most likely to be misread. The list is narrower than it looks.

group Three reasons a name is absent
The list is available for a limited time after sending. Past that window the option disappears, whether or not people have read the message since. An old announcement cannot be checked.
It works only up to a certain group size. In a large community it is not offered at all, which is the opposite of where you would most want it.
And anybody who has turned read receipts off does not appear, no matter how carefully they read it. So a missing name means one of: they have not seen it, they have receipts disabled, or the window has expired — and the list cannot tell you which.

The seen-by list is the weakest of them, and the only one that requires nothing from anybody.

If it matters, ask for an acknowledgement. The seen-by list is a hint, not an answer.

This page asks whether a message was seen. The curriculum step is making sure it is: silent sending, notification hygiene, timing, and why a community that is pinged constantly stops reading anything at all.
