How Telegram Phone Number Quick Actions Work: In-Chat Calling, Contact Sync & Instant Messaging
A phone number written in a message is not plain text. Tapping it offers to call, to save it as a contact, to copy it, or to find whether it is on Telegram — without leaving the chat.
The same is true of anything that looks like a number, including numbers that were never meant to be dialled.

Tapping a number opens a short menu rather than dialling straight away.

Nobody makes a number tappable. The app finds anything shaped like a phone number and turns it into a control, which is why it works with numbers pasted from an email, read off a website, or typed by somebody who was not thinking about it.
It also means the detection is a guess. A reference number, an order code, a long date, a serial — anything with enough digits and the right punctuation can be offered as something to call, and a tap meant to select text starts a menu instead.
Writing them, the way to be reliable is full international form with the country code. That is unambiguous, it works for a reader in another country, and it is what makes "find this person on Telegram" actually work rather than fail on a local format.
Worth knowing the menu does not dial immediately. It opens a short list first, which is the design decision that makes the whole feature safe to have: a mis-tap costs you a menu rather than a call to somebody you did not mean to ring.
