Telegram prioritizes standard international numbers with a leading '+' or country prefix. For local numbers, Telegram checks the SIM card region of your device to resolve local dialing formats.
Does calling someone via Telegram cost cellular minutes?
No. Choosing 'Call via Telegram' uses your Wi-Fi or cellular data plan (consuming encrypted data packets via MTProto). Only choosing carrier cellular dialing uses your phone's voice plan.
