Telegram's animated backgrounds are not videos. They are a handful of colours blended together and drawn by the app, which is why they weigh nothing and why they can shift gently every time you send a message.
They are also, for once, the choice that makes text easier to read rather than harder. A photograph as a wallpaper almost never is.
What you will be able to do

The colours move when a message is sent and then settle. It is a response to something you did, not a loop running all day.
gradient Drawn, not downloaded
Because the background is generated from a few colour values rather than stored as an image, it costs almost nothing: no file to download, nothing to keep on the device, and it is sharp at any screen size. A photographic wallpaper is a file that has to be fetched, stored and scaled.
It also means you can choose the colours yourself rather than hunting for a picture. Pick two, three or four, and the app does the blending. There is a pattern layer as well if you want texture, and its strength is adjustable.
The motion is tied to sending. Nothing animates while you are reading, which is the difference between a background with life in it and one that is exhausting.

Judge a background by the chat on top of it, never by the thumbnail in the picker.
