Traditional animated wallpapers are distributed as heavy GIF or MP4 video loops that consume hundreds of megabytes of RAM and continuously drain mobile batteries even when resting in your pocket.
Telegram engineered a procedural Cubic Bezier Gradient Shader. The background is defined by 3 or 4 hex color coordinate points $(C_1, C_2, C_3, C_4)$ in 2D space. When a message is sent, the GPU recalculates the coordinate points along a damped harmonic oscillator wave function:
$$Color(x, y, t) = \sum_{i=1}^4 C_i \cdot B_i(x, y, t)$$
The animation completes in 600ms, then the GPU instantly returns to sleep state.
