How to Use Telegram Sticker Suggestions: Instant Emoji-to-Sticker Matching, Keyword Tries & Suggestion Tray Guide
Type an emoji into the message box and do not send it. A row of stickers appears above the keyboard, matching that emoji, from the packs you already have.
It is the fastest route to a sticker by a wide margin, and it explains something people find mysterious: why one pack suggests constantly and another never appears at all.

emoji_emotions Every sticker carries an emoji
When somebody builds a sticker pack they assign an emoji to each sticker — a laughing face, a heart, a thumbs up. That tag is what the suggestion uses. The app is not interpreting the drawing; it is matching the label its creator gave it.
Which explains the behaviour people notice. A pack that suggests well was tagged carefully. A pack that never appears was tagged lazily, often with the same emoji for all thirty stickers. Nothing is broken; the metadata is simply poor.
It also means the suggestion is only as good as the emoji you typed. An unusual emoji returns nothing while a common one returns a row, and that is a property of how packs are built rather than of your collection.

The suggestion is a creator's emoji tag, not a clever guess. Everything odd about it follows from that.
