How to Create Public Groups & Channels in Telegram: Global Usernames, Discovery Links & Community Governance Guide
Making something public in Telegram takes about a minute: create a group or a channel, open its type setting, and claim a public address. From then on anybody can find it and read it.
Two decisions are made in that minute and both are hard to undo. One is whether you wanted a group or a channel at all. The other is the name, which becomes an address people will save.

The type setting is where private becomes public, and where the address is claimed.
groups Group or channel, first
A group is a conversation: everybody can write unless you restrict them. A channel is a broadcast: only admins post, and subscribers read. That single difference decides almost everything afterwards, and picking wrongly is the most common mistake people make in their first week.
The test is not how many people you expect. It is whether you want to hear from them. A hundred-person group where everybody talks is a community; a hundred-person channel is a newsletter. If you want both, the usual arrangement is a channel with a discussion group attached rather than one thing trying to be both.
Public then means: it appears in search, the address works for anybody, and there is no approval to get in unless you add one. Private means it exists only for people you gave a link to.

Decide whether you want to be talked to, then choose the name as if it were permanent. Because it is.

- Open its settings and find the type Private is the default; public is a deliberate change.
- Claim the address Short, permanent, spellable.
- Write a description and set a picture Before anybody sees it.
- Pin an explanation One message saying what this is and what it is for.
- Turn on the defences, then promote it Approval, anti-spam, link restrictions — in that order.
