How to Set Group Emoji in Telegram: Boost Unlocks, Open Platform Packs & Free Community Expressions
A boosted group can adopt a custom emoji pack, and from then on every member can use it inside that group — including the members who pay for nothing.
That is unusual. Custom emoji are normally a subscriber's feature, and here the group holds the right on everybody's behalf.

Communities develop shorthand whether you plan it or not: a phrase, a joke, a way of marking that something is resolved. The test is whether a symbol replaces a message somebody would otherwise have typed.
Do I need a designer to make one?
No. Telegram's own sticker bot builds a pack from images you upload, so it needs no development and no money. Draw them from what the group already references, because recognition is the whole value, and keep the shapes simple and high in contrast — these are rendered at roughly the size of a letter, and any detail disappears completely.
Where does a custom set actually pay off?
As reactions rather than in the middle of sentences. A specific reaction meaning "handled" removes an entire class of one-word message from a busy group, and it does it without a notification. That is the case worth designing for; using them as decoration inside text is a side effect rather than the point.
Does everybody work out what they mean?
Only if you say so. Write what each one means in the pinned message, or the convention ends up being used by the four admins who agreed it and by nobody else. A vocabulary nobody explained is not a vocabulary; it is an in-joke with a documentation problem.
Is there a social risk to a custom set?
An in-joke set makes new members feel outside something on their first day, which is the opposite of what most groups want from it. A functional set includes them immediately, because the meanings are stated and the symbols refer to things anybody can see happening in the group.
Can I upload artwork I found?
Not honestly. Turning somebody else's drawing into a pack is copying their work regardless of how small the group is — commission it or draw it yourself. It is also worth knowing that the pack depends on the boost level, so if that lapses the vocabulary stops working: keep it convenient rather than essential.
