The signs of a blocked network
Schools, offices, hospitals and some public places filter their networks, and messaging apps are a common target. Telegram is probably blocked on that network if:
- It stays on "Connecting…" on that Wi-Fi but works on mobile data or at home.
- Telegram Web at web.telegram.org does not open, or shows a "blocked" page from the organization.
- Messages send but calls, media or downloads fail.
- Other messaging apps are blocked too.
Nothing is wrong with your app or account. The network is doing what its owners set it to do.
What you can do

This guide does not explain how to get around an organization's network rules. Doing so can breach the policy you agreed to as an employee or student, and on managed devices it may be logged.
Public Wi-Fi is a different case
Hotel, café and airport Wi-Fi sometimes blocks Telegram only until you accept the network's terms. Open any website in a browser: if a sign-in page appears, complete it and try Telegram again. Some public networks also limit calls and large uploads. See works on one network only.
When it is not the network
