What "Deleted Account" means
When a chat shows Deleted Account instead of a name, with a plain grey picture, the Telegram account on the other side no longer exists. Either the person deleted it, or it was removed after they did not use Telegram for the period set on that account; Telegram's FAQ gives 18 months as the default.

If they joined Telegram again
If the same person signs up again, even with the same number, it is a new account. It does not take over the old chat; it appears as a new contact or a new chat. The "Deleted Account" chat stays as it was. See signing up again after deleting.

Deleted accounts can remain in a group's member list. Admins can remove them like any other member. If a deleted account was the group's creator, the group remains without a creator, and its admins keep their rights.
