Why the location is a design decision
For a messaging service, jurisdiction is not an administrative detail. It determines which authorities can compel disclosure, under what process, and with what oversight. Relocating rather than accepting rules that would compromise the product is a choice, and it is one Telegram has made more than once.
The infrastructure is deliberately not in one place
Where the team sits is separate from where the data sits. Telegram distributes encrypted data and the keys that decrypt it across different jurisdictions, so no single legal request reaches both halves. Obtaining one without the other yields nothing readable. That split is the practical expression of the same reasoning that moved the team in the first place.
