On a computer, Telegram's cache behaves the same way as on a phone — local copies of things that live in the cloud — but with two differences that matter: the disk is bigger, and the files land somewhere you can actually reach.
That second point is the one worth setting up. A download folder you chose is the difference between finding a document and searching for it.
What you will be able to do

storage Cached, downloaded, saved
Three different things get confused here. Cached files are copies Telegram keeps so a photo opens instantly; they are disposable and the storage rules manage them. Downloaded files are cached files you asked for explicitly; they are in the same place and equally disposable. Saved files are ones you used save-as on — they are now ordinary files in a folder of yours, and nothing Telegram does will touch them.
The distinction matters because clearing the cache removes the first two and not the third. If a document must survive, save it out rather than relying on it staying downloaded.

One rule: downloaded is temporary, saved is yours. Everything else on this screen follows from it.
settings Setting it up once
- Open Settings, Advanced The storage and download options are here on desktop rather than under Data and Storage.
- Set the download path To your normal downloads folder, or a Telegram folder inside it.
- Set a maximum cache size Generous is fine; the point is having a ceiling.
- Set a retention period So old media is dropped without you thinking about it.
- Use save-as for anything that matters The habit that separates temporary from permanent.
