A wallpaper set inside a one-to-one chat normally changes only your screen. There is a second option: apply it for the other person as well.
They are not simply given it. A card appears in the conversation and they decide, which makes this an offer rather than a change to somebody else's phone.

handshake An offer, not an imposition
The design here is worth noticing because it could easily have gone the other way. Changing the appearance of an app on somebody else's phone is the kind of thing that annoys people, so the change arrives as a message with a button and does nothing until it is pressed.
If they have already chosen a background for that conversation, theirs stays. Your offer sits in the chat, ignorable, and nothing about their app moves without them agreeing.
That also tells you how to use it. Sent to somebody who would enjoy it, it is a small shared thing between two people. Sent to a colleague or a customer, it is a request to redecorate their workplace, and the polite answer to it is the one they will give.
