The short answer: only for a few seconds
When you delete a chat or clear its history, Telegram shows a short Undo bar at the bottom of the screen for a few seconds. Tap it and the chat comes back. After that, deleted messages and chats cannot be recovered: there is no recycle bin, no backup Telegram can restore, and support cannot bring them back.
Where a copy may still exist
Even though your copy is gone, the content may survive elsewhere:

If you deleted a private chat for both sides, the other person's copy is gone too.
Messages that disappeared on their own
- Auto-delete timers remove messages after the time set for that chat. That is the timer working, not a fault.
- The sender deleted them for both sides. Anyone can do that in private chats, at any time.
- Secret chats vanish if you log out or reinstall on that device.
- A chat seems gone but may only be archived, in another folder or under another account. See the chat list is empty.
Protecting what matters
- Forward important messages to Saved Messages; they stay there until you delete them.
- Export chats you must keep with Telegram Desktop. See exporting chats.
- Read the confirmation carefully before deleting, especially the option to delete for the other person too.
