The screen between choosing photos and sending them is an editing step, not a confirmation. You can drag them into a different order, remove one, edit any of them, and decide whether they arrive as a single album or as separate messages.
Almost everybody taps send. The ten seconds spent here is the difference between a set of photos that tells a story and a pile that somebody has to work through.
What you will be able to do

Dragging a thumbnail changes the order the recipient will see, before anything is sent.
collections Order is the whole of it
An album is shown as a grid, and it is read from the top left. Which picture is first decides what the message looks like in the chat list, in a notification, and in somebody's memory of it. Dragging the best one to the front takes a second.
Sending as an album groups everything into one message with one caption. Sending separately gives each picture its own bubble, its own caption and its own reply thread. The first is right for a set that belongs together; the second is right when each picture needs discussing on its own.
Everything else on this screen is a second chance: remove the blurred one, open the editor on one picture without losing the rest, switch the whole set between compressed and full-quality.

Ten seconds here: best first, cut the duplicates, one caption. Nothing else about sending photos matters as much.
