An admin running a voice chat or a live stream can record it. The recording is made by Telegram rather than by the phone, and when the session ends the finished audio arrives in the host's Saved Messages, ready to post.
Everybody in the room is told it is happening. That indicator is the most important part of the feature, and it is worth thinking about what it does and does not settle.
What you will be able to do

Recording is started from the menu inside the voice chat, and asks for a title before it begins.

The recording is assembled on Telegram's side from the session itself, not captured by the host's microphone. That matters practically: your battery, your connection and your phone ringing have nothing to do with the quality of the result, and everybody's voice is in it at a consistent level rather than as picked up by one device in one room.
It also means the recording does not stop because you left. It runs until it is stopped or the session ends, at which point the file is delivered to your Saved Messages with the title you gave it.
A live stream can be recorded with video as well as audio. For a conversation, audio is almost always the better artefact: smaller, easier to listen to later, and it does not require anybody to have been looking at a camera.

Record what was already a broadcast. For anything else, ask out loud before the icon appears.
