Short and desirable Telegram usernames are sold at auction on Fragment, a marketplace run on the TON blockchain. A username bought there is held as a token in a wallet rather than simply assigned to an account, and it can be sold on.
Which turns a handle into property, with everything that implies — including a great deal of fraud around the edges.
