Telegram can carry a payment. A bot sends an invoice, you tap the pay button, and a card is charged — without leaving the chat and without Telegram taking a cut.
What Telegram is doing here is narrower than it looks, and knowing exactly how narrow is what tells you when an invoice in front of you is real.

An invoice is a message with a price and a pay button, not a link out to a website.
credit_card Three parties, not two
A purchase in Telegram involves the seller's bot, a payment processor the seller has connected, and Telegram in the middle drawing the checkout form. Your card details go to the processor. Telegram states that it does not store them, and it is not the merchant of record for anything you buy.
Telegram takes no commission on payments made through a connected provider; the processor's own fees are what a seller pays. That is why this is attractive to small sellers, and it is also why Telegram is not in a position to arbitrate when an order does not arrive.
The practical consequence is worth stating plainly: a purchase through a bot is a purchase from whoever runs that bot. Your recourse is the seller first and your card issuer second. There is no Telegram order history to appeal to.
Four moments in a purchase
Two are about checking, one is about what to do afterwards, and one is for the other side of the counter.

Telegram draws the form and carries the message. The obligation is entirely between you and the seller.
