A group or channel has exactly one owner, and ownership can be handed to someone else without rebuilding anything: the members, the history, the handle and the link all stay where they are.
Telegram guards this action more heavily than any other, because a transferred channel cannot be untransferred. Two of the requirements are waiting periods, which means this is not something you can do on the day you decide to.

verified_user Why the requirements exist
An established channel is worth stealing. If transferring one needed only a moment of access to an account, then every compromised session would end with the channel gone and nothing to appeal to.
So Telegram asks for three things, and two of them cannot be satisfied quickly: your account must have had a two-step verification password set for at least seven days, the session you are transferring from must have been signed in for at least twenty-four hours, and the recipient must already be an administrator of the chat.
Read those as a deliberate delay. Someone who takes over your account today cannot hand your channel away today, which gives you a window to notice and end their session.

- Open the chat's settings Tap the title, then the edit pencil, then Administrators.
- Open the recipient's entry Their list of permissions opens.
- Scroll to the bottom The transfer option is the red text below everything else. Telegram states plainly what you are giving up.
- Enter your cloud password That is the confirmation. When it is accepted the owner badge has moved.
