Slow Mode puts a timer on every member's send button. Post once, wait the interval, post again. Administrators are exempt, so moderation is unaffected while the room slows down.
It is the most effective single control a group has, and the most commonly set wrong. The interval is not a severity dial — each setting produces a different kind of room, and one of them quietly ends the conversation.
What you will be able to do

The countdown appears on the member's own send button — nobody has to be told the rule, they can see it.
timer What a cooldown actually changes
The obvious effect is fewer messages. The interesting effect is different messages. When your next chance to speak is thirty seconds away, you stop sending three lines in a row and start writing one that contains all three.
That is why Slow Mode makes a busy group readable rather than merely quieter. The volume drop is a side effect; the real change is that people consolidate before they send.
It also flattens the room. In an unrestricted group the fastest typists write most of what everyone reads. A cooldown gives the same allowance to everyone, which is usually what an administrator means when they say the group has been taken over by a few voices.
Which interval, and what it turns the group into
Telegram offers 10 seconds, 30 seconds, 1 minute, 5, 15 and an hour. They are not four levels of the same thing.

forum Thirty seconds to a minute — the working default
campaign Five to fifteen minutes — no longer a conversation
block An hour — effectively closed
Start at 30 seconds, and treat anything above a minute as a temporary measure rather than a policy.
settings Turning it on
- Open the group's settings Tap the group name at the top, then the edit pencil. On desktop this is Manage Group.
- Go to Permissions Not Administrators. Slow Mode sits with what members can do, which is why it is easy to miss.
- Scroll past the member toggles The Slow Mode control is below Send Messages, Media and the rest.
- Pick the interval It takes effect immediately for everyone, on every device.
- Say why in a pinned message The countdown explains the rule but not the reason. A group told why accepts it; a group that just finds it there reads it as punishment.
